That Council of the Township of Whitewater Region move into closed session at 4:35 p.m. as permitted under Section 9 of the Procedure By-law with staff participating in the meeting to discuss a position, plan, procedure, criteria or instruction to be applied to any Potential Agreement(s) with Junior Hockey Team(s) and a proposed or pending acquisition or disposition of land by the municipality or local board (Foresters Falls Library Property Line Adjustment).

That Council of the Township of Whitewater Region: Special Council Minutes June 17, 2020 Page 2 of 8 1. Direct staff to bring forward a by-law to adopt the Fleet Policy; 2. Receive the Equipment & Vehicle List and draft 10- year Capital Fleet Plan for further discussion as part of the budget process.

The Council of the Township of Whitewater Region receive the draft parking by-law subject to public and agency consultation for adoption in September 2020.

That Council of the Township of Whitewater Region receive for information purposes the revised Animal Control By-law for adoption on July 8, 2020.

Be it resolved that By-law 20-06-1296, being a by-law to amend By-law Number 98-13 of the former Corporation of the Township of Westmeath Part of Lot 16, Concession 6 EML, Lookout Road, be taken as read and passed.

Special Council Minutes June 17, 2020 Page 3 of 8 Be it resolved that By-law 20-06-1297, being a by-law to to amend By-law Number 98-13 of the former Corporation of the Township of Westmeath 1641 Greenwood Road, be taken as read and passed.

Be it resolved that By-law 20-06-1298, being a by-law to amend By-law Number 1989-14 of the former Corporation of the Village of Cobden Part of Block G, Plan 65, Morton Street, be taken as read and passed.

Be it resolved that By-law 20-06-1299, being a by-law to authorize the long-term financing of the 2020 John Deer Excavator, be taken as read and passed.

That Council of the Township of Whitewater Region approve the addition of a credit card payment solution for ratepayers and customers who choose to pay the associated convenience fee with Paymentus Corporation.

That Council of the Township of Whitewater receive this report for information purposes as it relates to delegation requests at the Association of Municipalities of Ontario (AMO) Virtual Conference to be held August 17-19, 2020.

That Council of the Township of Whitewater Region approve the award of RFP 2020-14, engineering services for the Olmstead-Jeffrey Lake Road project to Jp2g Consultants Inc. (Jp2g) in the amount of $123,470.50 inclusive of non- refundable H.S.T.

That Council of the Township of Whitewater Region: 1. Approve the award of tender 2020-15 Lacroix Bay Area Reconstruction to McCrea Equipment Rentals at a cost of $761,336.09 inclusive of non-refundable H.S.T.; and 2. Approve the single-source award of construction supervision and construction management to Jp2g Special Council Minutes June 17, 2020 Page 5 of 8 Consultants Inc. at a cost of $18,047.14 inclusive of non- refundable H.S.T.

That Council of the Township of Whitewater Region, sitting as Committee of Adjustment, approve the Variance submitted by Michel Ouellette and Lise Lafortune for the property located at 702 Lacroix Bay Road to permit a recreation vehicle on a property containing an existing dwelling.

That Council of the Township of Whitewater Region, sitting as Committee of Adjustment, approve the Variance submitted by Michael E. Weedmark for the property located at 404 Greenway Drive to permit two (2) recreational vehicles on one property.

That Council of the Township of Whitewater Region receive the Development Charges Background Study prepared by Watson and Associates Economist Ltd. and direct staff to make the study available on the Municipality’s website and Special Council Minutes June 17, 2020 Page 6 of 8 consult will local land developers prior to the hosting of the statutory public meeting in September 2020.

That Council of the Township of Whitewater Region receive the Growth Study Preliminary Finding Report prepared by WSP Canada Group Limited and direct the consultant to proceed with Option 3 to examine the expansion of one or more settlement areas to meet the employment land demands, and relocate and redesignate residential lands to other suitable locations.

Be it resolved that By-law 20-06-1300, being a by-law to authorize the Township to enter into a Site Plan Agreement with A. A. Schauer & Sons Limited in order to permit the development of a 334 square metres lumber storage shed on the property located at 98 Main Street Cobden, be taken as read and passed.

Be it resolved that By-law 20-06-1301, being a by-law naming a private road "Upper Cads Trail", be taken as read and passed.

That Council of the Township of Whitewater Region approve the minutes of the special meeting held on June 3, 2020.

Be it resolved that By-law 20-06-1302, being a by-law to confirm the proceedings of council, be taken as read and passed.
