The Council of the Township of Whitewater Region receive the revised design for the Cobden Astrolabe Arena Project with direction to the Architect to complete detailed design and engineering.

That Council of the Township of Whitewater Region: 1. Receive the recommended redevelopment of park space in Haley Town Site; 2. Direct staff to proceed with public consultation of nearby residents on proposed amenities and phasing; and 3. Direct staff to decommission in 2020 the derelict tennis courts/basketball court for safety and risk mitigation.

That Council of the Township of Whitewater Region: Special Council Minutes May 20, 2020 Page 2 of 7 1. Receive the recommended programming for the new parkette in Westmeath on the proposed donated land at the corner of Rapid and Gore; and 2. Direct staff to proceed with the necessary actions to assume the lands for park purposes and proceed with public consultation on parkette programming and commemorative naming.

That Council of the Township of Whitewater Region direct the Chief Building Official to bring forward a revised Building By-law for adoption on June 3, 2020.

That Council of the Township of Whitewater Region approve the Whitewater Region Fire Crest as provided in Attachment 1.

That Council of the Township of Whitewater Region direct the Acting Fire Chief to bring forward an amended by-law regulating open air burning and recreational burning and fire permitting system for adoption on June 3, 2020.

That Council of the Township of Whitewater Region approve the single-source award of two new 10,000-gallon cisterns at the Westmeath Arena & Fire Hall and Industrial Park to McGregor Concrete Products at an upset cost of $40,000 including H.S.T. rebate.

That Council of the Township of Whitewater Region approve Option #2: Decommissioning of the Fire System and the Non-Potable Water System within the Industrial Park, and authorize the Mayor and Clerk to enter into an agreement with Lad's Auto Recyclers Ltd. to eliminate access to the non-potable water system.

Be it resolved that By-law 20-05-1290 to establish a Flag Policy, be taken read and passed.

That Council of the Township of Whitewater Region support the resolution form the City of Pembroke regarding resumption of activities and services, and re-opening of businesses. Special Council Minutes May 20, 2020 Page 4 of 7

That Council of the Township of Whitewater receive the Integrity Commissioner's 2019 Annual Report.

That Council of the Township of Whitewater Region receive this report for information purposes at it relates to the 2020 interim tax levy collection.

That Council of the Township of Whitewater Region receive this report for information purposes as it relates to the first 2020 utilities bill collection for January 1, 2020 to February 29, 2020.

That Council of the Township of Whitewater Region receive this report for information purposes as it relates to cash flow management as of April 30, 2020.

That Council of the Township of Whitewater Region: 1. Approve the Water Financial Plan prepared by Watson & Associates Economists Ltd. dated January 28, 2020; 2. Accept the Water and Wastewater Rate Study dated December 17, 2019 as a guiding document; and 3. Adopt the recommendations contained within both documents.

That Council of the Township of Whitewater Region approve the minutes of May 6, 2020.

That Council of the Township of Whitewater Region approve the Closed Session minutes of May 6, 2020, understanding they remain confidential.

Be it resolved that By-law 20-05-1291, being a by-law to confirm the proceedings of Council at its Special Meeting of May 20, 2020, be taken as read and passed.
