Regular Council Minutes November 17, 2021 Page 7 of 10 Whereas, the Westmeath Boat Launch is a Department of Fisheries and Oceans asset that is leased by the Township of Whitewater Region; moreover, it is the only DFO launch that supports any public access to the large portion of the Ottawa River between the Pembroke rapids and the Rapid Road rapids; and Whereas, the existing boat launch has become unusable for medium to large craft due to silt build up from the creek and the river itself. Due to summer water levels it is necessary to remove this silt in order to make it a usable launch. In addition to the removal of silt through dredging there are believed to be a species at risk located near the boat launch that would require an environmental study before any work could be attempted. This work and cost is believed to be substantial (greater than $200,000) and will do nothing to prevent subsequent build up of silt. If any investment is to take place, it should also include measures to address the silt. Although more expensive it will save future silt removal costs as well as minimize repeated impact upon the environment and species at risk; and Whereas, it is believed that this boat launch is a key piece of infrastructure for not only the public but also DFO, MNDNRF, the OPP and MOECP to provide needed access to the area. However, the scope and cost of the work to make it usable is beyond the Township’s ability to fund. Although limited DFO funding is available to contribute
