That Council of the Township of Whitewater Region approve an amendment to the zoning category of the property described as Part of Lot 20, Westmeath Concession B EML, Indian Road.

1. That Council of the Township of Whitewater Region approve an amendment to the zoning category of the Regular Council Minutes October 6, 2021 Page 2 of 10 property described as Part of Lot 13, Concession 12, Voyageur Bay Trail. 2. That Council of the Township of Whitewater Region enact a by-law to authorize the Township to enter into a Development/ Private Road Agreement with Katharine Kowalski to implement requirements to: • extend of the private road known as Voyageur Bay Trail; • develop in accordance with the approved site plans and reports/studies; • advise purchasers that studies and agreement(s) apply to the lands purchased and may provide conditions on the use of the property.

1. That Council of the Township of Whitewater Region approve an amendment to the zoning category of the property described as Part of Lot 13, Concession 12, Voyageur Bay Trail. 2. That Council of the Township of Whitewater Region authorize the Township to enter into a Development/ Private Road Agreement with Joseph Edward Kowalski to implement requirements to: • extend of the private road known as Voyageur Bay Trail; • develop in accordance with the approved site plans and reports/studies; • advise purchasers that studies and agreement(s) apply to the lands purchased and may provide conditions on the use of the property.

That Council of the Township of Whitewater Region approve the lifting of 2 one-foot reserves along Nangor Trail and to transfer the lands to the adjacent landowners to provide unencumbered access to the adjacent lands.

That Council of the Township of Whitewater Region approve the entering into Lease Agreement with the Whitewater Internet Solutions Inc. to govern the installation of equipment of radio communication equipment on the municipal properties known as 44 Gould Street and 990 Kohlsmith Road. 2. That Council of the Township of Whitewater Region approve a fee reimbursement request for the five Site Plan Control Applications filed by Whitewater Internet Solutions Inc. That Council of the Township of Whitewater Region direct staff to implement signage at the Garden Lake water access.

That Council of the Township of Whitewater Region conduct a comprehensive examination for the potential introduction of amenities for discussion in 2023. That Council of the Township of Whitewater Region approve the submission of three Municipal Modernization Program grant submissions for the third implementation intake: Regular Council Minutes October 6, 2021 Page 6 of 10 • Cloud Building Permit Module Implementation (joint submission) • Municipal Finance Internship (joint submission) • Technological Solutions and Improvements.

That Council of the Township of Whitewater Region receive this report for information purposes as it relates to provincial requirements for proof of vaccination, as well as the imposition of proof of vaccination by other employers.

That Council of the Township of Whitewater Region: • Authorize a debenture for the Cobden Wastewater Treatment Plant Upgrades; and • Authorize a debenture for the 2021 John Deere 770 GP Grader.

That Council of the Township of Whitewater Region approve the lifting of the report on assistance on the Ottawa River which was postponed on July 7, 2021, for discussion on October 20, 2021 with any suggested amendments to the agreement to be brought forward by staff.

Be it resolved that the by-laws listed on the October 6, 2021 agenda excluding bylaw 21-10-1436, be taken as read and passed.
