Whereas, the experience of the 2017 and 2019 floods clearly demonstrated that more detailed information about water levels is needed, especially for WWR. There are currently two gauges that provide reference; one by Pembroke and another in Lac Colounge. The Pembroke gauge does not provide any information as the water level near Westmeath rises due to the narrowing of the river along Rapid Road; and Whereas, prior to 1996 there was a hydrometer at 1738 Rapid Road, but it was deactivated. The data this hydrometer provided demonstrated a height difference of over 1 metre in the 1960 flood. A difference that only becomes apparent as water levels increase, the flow restricts and water backs up in the Westmeath area; and Whereas, the Province of Ontario’s Independent Review of the 2019 Flood Events in Ontario made a number of Regular Council Minutes April 7, 2021 Page 6 of 9 recommendations, it is recommendations 35 and 62 that recommend repositioning hydrometers and/or increasing the number of volunteer monitored staff gauges. Therefore be it resolved that Council of the Township of Whitewater Region call on the Ministry of Natural Resources & Forestry, Ontario Power Generation and Ottawa River Regulation Planning Board (ORPB) to install a hydrometer and/or a staff gauge in the Westmeath area and that the data collected from this point be included in ORRPB reported data.

Whereas, the WWR Parks and Recreation Operational Review presented to Council on 3 March 2021 included two facility related recommendations specific to prime indoor ice demand and consideration of a pilot project for the adaptive re-use of the Westmeath Arena; Whereas, it is necessary to conduct extensive partner, stakeholder, and community engagement, this will be done most effectively through the establishment of a Westmeath Recreation Task Force that could conduct this effort on behalf of the Township and present options back to Council for consideration. Therefore be it resolved that the Council of the Township of Whitewater Region support the establishment of a Westmeath Recreation Task Force from 1 May 2021 until 30 April 2022 with direction to the Chief Administrative Officer to report back on 21 April 2021 with Terms of Reference and recommended appointments reviewed by the Mayor.
