Whereas, in 2015, the Township of Whitewater Region (WWR) decided to become a member of the Canadian Radiocommunications Information and Notification Service (CRINS) to assist with the granting of land use authority for the installation of radio-communication towers (see bylaw 2015-3277). CRINS represents a number of municipalities by ensuring that proper notification and public consultation processes occur, and land use concerns are properly communicated to stakeholders; and Whereas, WWR has used CRINS twice since it became a member. Once for the installation of the Rogers tower here in Cobden and once again to install the Whitewater Internet tower in Beachburg; and Whereas, it is expected that there may be more demand for these types of services in the future with both cell and point to point wireless internet expands. As well, WWR is also tower options to improve two-way communications for our Firefighting Department. It is essential that WWR has the best possible processes in place to effectively and efficiently support this; and Regular Council Minutes February 17, 2021 Page 4 of 9 Whereas, after discussions with Whitewater Internet about when they went through the process with CRINS they were extremely disappointed in the time it took to have their application process through CRINS and it took repeated attempts by WWR staff to contact CRINS to have their application processed. Secondly, it was also felt that the application fee for the service was too high. The fee is $

Whereas, waste management is an important aspect of municipal business. Although landfills are a necessary operation, they are expensive and damage our environment. We need to make every effort to keep our environment safe and clean and keep costs low.; and Whereas, the recycling program strives to minimize waste, and save money by using the three Rs - reduce, recycle and reuse and supporting the provincial government's efforts to reduce packaging waste by having producers/manufacturers pay for the recycling of the material they generate and has an excellent recycling program both at curb side and at the landfill for a number of different items and this keeps these items out of our landfill; and Whereas, the Region does not have a reuse effort, specifically to divert non-recyclable items from our landfill that still have a useful life beyond the current owner; and Regular Council Minutes February 17, 2021 Page 5 of 9 Whereas, other municipalities have instituted very successful reuse programs where residents can drop items off instead of disposing of them in the landfill. In some cases, these are funded with tax dollars (OVWRC) and in others they are run through a not-for-profit volunteer groups (MacDonalds Corner in Lanark); Therefore be it resolved that the Council of the Township of Whitewater Region direct staff to review the possibility of a reuse program as part of our landfill operations and report back to Council.

Whereas, the Township of Whitewater Region is continuing to grow with record setting numbers of building permits. During COVID we are seeing more of our seasonal residents spending more time in our region and seasonal dwellings converted to year-round living with the high demand real estate market. Combine this increase in vehicle traffic with our increasing population of seniors and older adults who find it difficult to drive at night in our many different types of weather; and Whereas, Whitewater Region has a number of important rural intersections that can be very difficult to see as there is no illumination or indirect illumination that shadows pedestrians attempting to cross; Therefore be it resolved that the Council of the Township of Whitewater Region direct staff to review options to illuminate the intersection of Foresters Falls Road/Zion Line, Gore Line/Westmeath Road, Lapasse Road/Lookout Road, as well as any other priority intersections as part of the Streetlight LED conversion project (and in partnership and with funding from County where required) and make recommendations back to Council.
