That Building & Property Services Committee recommend Council of the Township of Whitewater Region enact a by- law to amend By-law 1989-14 for the property legally described as Lots 112, 113 and 114 Plan 65, Village of Cobden and located on Creamery Road.

That Building & Property Services Committee recommend Council of the Township of Whitewater Region support severance applications B36/18 for the property legally described as Lot 17 Con 3, in the geographic Township of Ross with the following conditions: • A registered plan of survey be required. • A MDS1 form to determine the minimum separation distance for the proposed lot. • A Zoning amendment be required; and • A private road agreement be required.

That Building & Property Services Committee recommend Council of the Township of Whitewater Region: 1. Enact a by-law to declare the property described as PT Manor Reserve A Plan 65 in the village of Cobden as surplus to the Township of Whitewater Region’s Regular Council Minutes July 4, 2018 Page 5 of 14 requirements and authorize the sale to McKee Enterprises Limited (1983) operating as 17 West in exchange for a vacant parcel described as Lot 111 Plan 65, subject to payment of all legal and survey costs by the purchaser; and 2. Enact a by-law to stop up and close the unopened portion of the Meadow Street road allowance beyond the current traveled portion of the road subject to a drainage easement; and authorize the sale to McKee Enterprises Limited (1983) operating as 17 West, subject to payment of all legal and survey costs by the purchaser.

That Building & Property Services Committee recommend Council of the Township of Whitewater Region enact a by- law to: 1. Declare the property municipally known as 28 Firehall Lane as surplus to the Township of Whitewater Region’s requirements; and 2. Authorize its marketing and sale through a real estate agent; and the Mayor and Clerk to complete all necessary documentation for the sale.

That Community Services Committee recommend Council of the Township of Whitewater Region approve a request by Valley Gospel Chapel for the use of the Cobden Veterans Regular Council Minutes July 4, 2018 Page 6 of 14 Memorial Park from August 4 to August 13, 2018 for their annual Gospel Tent Meeting.

That Corporate Services Committee recommend Council of the Township of Whitewater Region direct the CAO/Clerk- Treasurer to submit delegation requests for meeting with Ministers of the Provincial Government at the Association of Municipalities of Ontario (AMO) Conference to be held in Ottawa from August 19-22, 2018.

That Corporate Services Committee recommend Council of the Township of Whitewater Region enact a by-law to award RFP 2018-23 to Cunningham Swan Carty Little & Bonham LLP and to appoint Tony Fleming as the Township of Whitewater Region’s Integrity Commissioner and Closed Meeting Investigator effective January 1, 2019.

That Corporate Services Committee recommend Council of the Township of Whitewater Region enact a by-law to award RFP 2018-26 for the Employee Assistance Program Provider to Morneau Shepell Ltd. for a three-year term commencing October 1, 2018.

That Economic Development & Tourism Committee recommend Council of the Township of Whitewater Region approve a CIP Phase 1 Building Façade & Property Improvement Grant for the property situated at 37 Main Street in the amount of $3,225.00.

That Physical Services Committee recommend Council of the Township of Whitewater Region enact a by-law to award the Cobden Wastewater Treatment Plant Upgrades to Baseline Constructors Inc. in the tendered amount of $10,980,000.00 (not including HST); and, authorize the Mayor and CAO/Clerk-Treasurer to enter into the necessary agreement.

Be it resolved that the following by-laws be taken as read and passed: • By-law 18-06-1085, being a by-law to amend By-law 1989-14 of the former Corporation of the Village of Cobden as amended - Creamery Road • By-law 18-06-1086, being a by-law Deeming Lots 112, 113 and 114, Plan 65, Creamery Road and Meadow Street, geographic Village of Cobden in the Township of Whitewater Region not to be a Registered Plan of Subdivision • By-law 18-06-1087, being a by-law to declare 28 Firehall Lane surplus to the Township’s needs and authorize its sale • By-law 18-06-1088, being a by-law to declare the property legally described as PT Manor Reserve A Plan 65 in the village of Cobden surplus to the Township’s needs and authorize its sale to McKee Enterprises Limited (1983) Regular Council Minutes July 4, 2018 Page 9 of 14 • By-law 18-06-1089, being a by-law to amend By-law 01- 02-17 to update the Fire Department’s Organizational Structure.

That Council of the Township of Whitewater Region support severance applications B33, B34 and B35/18 for the property legally described as Lot 11 Con 1, in the geographic Township of Ross with the following conditions: • That MDS1 calculations are favourable for the severed lot. • That favourable comments are received from Hydro One Networks Inc. • That favourable comments are received from County of Renfrew Forestry & Trails; and • A registered plan of survey be required.

That Council of the Township of Whitewater Region accept the Status Report prepared by Jp2g Consultants Inc. for the Cobden Waste Water Treatment Plant Upgrades for June 2018.

That Council of the Township of Whitewater Region approve the regular minutes of June 20, 2018.

That Council of the Township of Whitewater Region support the resolution from the Town of Arnprior with respect to support for Double Hatters.
