That Community Services Committee recommend Council of the Township of Whitewater Region declare the 2018 annual Whitewater Streetstrut as a community event of Municipal Significance in keeping with the requirements of the Alcohol & Gaming Commission of Ontario for a special occasion permit and confirm that the event does not knowingly contravene any municipal by-laws.

That Council of the Township of Whitewater Region enact a by-law to delegate certain authority to the CAO/Clerk in the event of a Lame Duck situation following Nomination Day and/or Voting Day for the limited period between July 27 and November 30, 2018.

That Corporate Services Committee recommend Council of the Township of Whitewater direct the CAO/Clerk to issue a Request for Proposals for the services of an Integrity Commissioner.

That Fire & Emergency Services Committee recommend Council of the Township of Whitewater Region award Tender 2018-11 to Resqtech Systems Inc., for the purchase of a 2018 Rosenbauer RXT Pumper Truck at a cost of $349,170.00 including H.S.T.

That Fire & Emergency Services Committee recommend Council of the Township of Whitewater Region award Tender 2018-15 to AJ Stone Company Limited, for the purchase of eight table top demo SCBA at a cost of $76,558.00 including H.S.T.

That Fire & Emergency Services Committee recommend Council of the Township of Whitewater Region enact a by- law with proposed changes to the Heavy Rescue Regular Council Minutes May 2, 2018 Page 4 of 11 (Extrication) Agreement with the Township of Admaston/Bromley.

That Fire & Emergency Services Committee recommend Council of the Township of Whitewater Region direct the Fire Chief/CEMC to begin the application process for National Fire Protection Agency (NFPA) grandfathering prior to the September 2018 deadline.

That Physical Services Committee recommend Council of the Township of Whitewater Region award Tender 2018-13, to R.G.T. Clouthier Construction Ltd., for the reconstruction of Truelove, John, and Crawford Streets and sidewalk replacement on Main Street.

MOECC Open Waste Disposal Site Inspection Report – Ross Landfill 2. MOECC Closed Waste Disposal Site Inspection Report – Westmeath Landfill.

That Physical Services Committee recommend Council of the Township of Whitewater Region: 1. Purchase and place “50 km/h Ahead”, “50 km/h begins”, and “50 km/h Maximum” signs prior to and along Robertson Drive; 2. Prepare a letter to the OPP regarding speeding concerns on Robertson Drive; 3. Include Robertson Drive on the Consolidated Speed Limit By-law to be brought forward at a future Council meeting; and 4. Purchase and place “Share the Road” and “WC22 – Horseback Riding” signs on Pinewood Park Road.

Be it resolved that the following by-laws be taken as read and passed: Regular Council Minutes May 2, 2018 Page 6 of 11 • By-law 18-05-1060, being a by-law to designate the Township of Whitewater Region as the Community Improvement Area for the Community Improvement Plan - Phase Two • By-law 18-05-1061, being a by-law to adopt the Community Improvement Plan - Phase Two • By-law 18-05-1062, being a by-law to establish a Sale and Disposition of Surplus Vehicle and Equipment Policy.

That Council of the Township of Whitewater Region approve the FICE Action Plan 2018-2020.

That Council of the Township of Whitewater Region direct staff to prepare a policy dealing with Forced Roads.
